The model reach a new value of steady state

Greetings:
There is no unit root, and it is a temporary shock, but the IRFs of some variables in a model don´t return to the steady state, but that they reach a new value of steady state. I don’t know why.

Any help would be appreciated!

Which variable? I can only see a large persistence, but not a permanent effect.
