Steady state value McGrattan 1992

Dear all,
I am reading the paper name is " The macroeconomic effects of distortionary taxation written by Ellen Grattan 1992. My problem is that I could not find steady state value. I have 16 equations. My model did not converge.if anyone read this paper, please give comment. I spent so many times on this but I could not find. Dynare did not calculate. Any help will be appreciated.
